Call to Order: Meeting called to order by Sue at 8:09 PM.
Minutes: Bob F. moved to accept the minutes. Melady seconded and the minutes were passed as written.
Treasurer, Dave E. distributed the financial report. He stated that since the last meeting, income was minimal and expenses were great. He added that everything will be okay if a fall fund-raiser letter brings in $2,000 - $2,500. Currently the letter doesn't exist. Lisa said Thanksgiving would be a good time to send one out. Dave pointed out that it's been 18 months since the last mailing. Melady liked the idea of sending letters out in February because that's a quiet time of the year for solicitation. Dave said, "There's nothing magical about the end of the year... either [Nov. or Feb.] are okay." Bob F. made a motion and Colina seconded to send out a letter in November and February, and then go annually from there. The motion was passed. Helen agreed to help with the mailing.
Arts Administrator: Lisa passed around the mail. She's currently working on the AOAP grant with PCA. There's a meeting on October 27 with a PCA representative to review the application. Lisa said she may be calling on BHCA members for more information if needed. She reiterated that this is a two year grant and these funds are a lump sum for BHCA's discretion. BHCA must match the award with at least $2,000. Melady said that a future target for these funds could be in the form of BHCA working with other communities. Colina added the example of a possible project with the old theater in Philipsburg.
BHCA Gallery at Gamble Mill: Dave E. said a show went up about two weeks ago and is still there. On November 17, "Food for Thought" goes up. This is a 20 artist show about food and the holidays. Dave said that this should be a good show to wrap up the year. True said the last opening was packed and Dave predicts the next opening will also be well attended. Dave reminded us that he's always looking for new artists.
Old House Fair: No report.
Summer Sounds: Melady asked Lisa if there's any news from the Garver Fund. Lisa said no. Sue said that Romayne thinks the second application was lost. Dave said to send another to Dick Sager at his home address.
Film Forum: Gay said the final film is this coming Wednesday and will have a commentary by Mark Morrison. Flyers have been liberally distributed and advertisements have been submitted. Gay didn't see the ad in CDT's Weekender, so she sent in an ad to run on Monday or Tuesday. The last film collected $24.00 and had 42 people. Gay is looking ahead to possibly featuring films made by youth film makers and also funding a workshop in animation. She mentioned that Dan Shaw may be interested in becoming a committee member.
Library Concerts: Jim told us that the first concert is October 25. There is an ad with the season's schedule in the Weekender.
Victorian Christmas: True reported that there is still trouble with obtaining the additional space. The Plaza Theater is probably out because it doesn't look like the carpet will be moved in time. C&J Consignment may be available. Also, the Decker Building at High and Spring Streets may be usable. Nimble Needle is extremely small and could fit maybe 10 vendors at best. Murphy's is not available because of renovations. Rob said he'd bring up the Murphy's dilemma at the next HBI meeting. True said that we might adjust the vendor fee (less) if we utilize the Decker Building. She added that she has arranged for the coffee tables. True asked people to think about reserving some time to help with setup and takedown. Melady mentioned that we might entice the Murphy's people if we offer to pay for utilities for the weekend.
Garden Club: No Report
Local Government Grants: No report.
Building Lighting: Jim reported that PSU Professor Craig Bernicke and his 15 students are studying downtown Bellefonte. The committee has requested that the crew to give us an interim report. Jim said HARB is also getting interested in the lighting project. One concern is that the second floors of buildings downtown are primarily residential. Jim said HARB is also getting interested in the lighting project. The magnitude of the project has not been completely defined, but the diamond would be a good place to start. Colina added that lighting on the bridges would have a good effect with the reflection off the water.
Old Business: Melady and Holly passed out brochures and posters for the Studio and Gallery Tour which is this coming Thursday. The leftover Artscape funds were used toward this event.
Bill Schultz was awarded the Chamber of Commerce Community Service Award. For the record, Mel stated that she thinks this was solely political.
New Business: Rob asked if there's any interest in Doug Stanfield's idea for a Bellefonte listserve. Doug wants to know.
Adjournment: Dave moved and Mark seconded a motion to adjourn. The meeting was adjourned at 9:36 PM. '
