Minutes for 9/15/2000

Attending: Helen Bechdel, Paul and Cheryl DeCusati, Dave Eggler (Treasurer), Bob Fenichel, Rob Gannon, Susan Jackson (Vice-president), Colina Jordan, Melady Kehm, Paul McMillan, Romayne Naylor (President), Colleen Pike-Blair (Secretary), Marty Ratner, Caroline Shapiro.
Call to order: Romayne called the meeting to order at 8:05 p.m. Introductions were made on behalf of Paul McMillan and Caroline Shapiro, new Bellefonte residents attending tonight's meeting on Colina's invitation.
Review of minutes: There were no additions or corrections to the minutes from 5/19/00. Colina moved to accept the minutes. Paul DeCusati seconded; motion carried.
Treasurer's report: Dave briefly reviewed the 1999-2000 fiscal year. He noted that the year-end surplus was due to the efforts of the Film Forum, but cautioned that this was probably because of the sale held at Helen's and that therefore this revenue was not something that we could expect to reap regularly. Dave projected a loss for the current fiscal year, but then, as he says, he always does. Bob moved to accept the treasurer's report. Susan seconded; motion carried.
Arts Administrator's Report:
a) The Pennsylvania Council on the Arts award agreement was delivered in July; the BHCA was awarded a grant for $2,987.00. The PCA indicated that its funding support must be acknowledged in all publications.
b) The PCA has notified the BHCA that, beginning in the fiscal year 2001-2002, all applicants must make a choice between seeking funding from the PCA or from the PA Partnership in the Arts program. A letter explaining the PPA and the transition process was given to all who attended this BHCA meeting. Romayne asked that we review the information before October's meeting; Colina recommended that we email any comments or suggestions to Romayne or Sam. There is a November 1 deadline for any applications to the PCA, so we need to decide right away to whom we'll apply for funding. If you need a copy of this letter please contact Colleen or Sam.
c) Sam needs the attendance figures for our programs in order to complete a 1999-2000 fiscal year report. Committee chairs should get this information to Sam by September 30.
d) The Pennsylvania Historical and Museum Commission will hold workshops about applying for grants for preservation, planning and public history. Dates and locations are as follows: 9/18-Erie, 10/02-Pittsburgh, 10/18-Philadelphia, 10/23-Scranton, 11/02Harrisburg. Let Romayne know if you're interested in attending
e) The Pennsylvania Humanities Council will be presenting a workshop on programming opportunities on 9/26 at the Centre County Library and Historical Museum. The workshop is from 10:00-11:30 a.m.; email the PHC at phc@pahumanities.org to register.
Committee Reports:
Gallery at the Gamble Mill: Romayne read Dave Eggler's letter of resignation as chair of this committee. Dave's skill and fortitude as longtime chair of the gallery committee were acknowledged by Romayne, and with a round of applause. Dave indicated in his letter that he plans to retire gradually and will continue to assist with this committee until the end of the year. The letter also related that although the gallery receives funding it is not financially profitable to operate, relations are sometimes tense with the mill management, and artists who will show there are becoming scarce: Dave recommended that we consider closing the gallery. Nobody liked this idea, but everyone agreed that it deserved further discussion. Melady will convene a meeting of those interested in working on this issue.
The next opening at the gallery will be held at 7:30 on Tuesday, September 19th, and Dave says the food is free.
Old House Fair: No report.
Summer Sounds: Colina described an extremely successful season for Summer Sounds. Average attendance was 250; over 400 people attended one of the concerts. Colina felt the music was good and worth considering for future seasons, with the possible exception of the bluegrass group. Some money was collected in the donation jar at the concerts, and Colina reported that there was a conflict here with some of the performers because of the Musician's Trust Fund. She suggested we look into raising the minimum level of pay given to groups next year, as the current level is quite low.
Film Forum: No report.
Library Concerts: The mailing for the next round of concerts needs to go out immediately; Helen offered to help Sam with this when he returns.
Victorian Christmas Arts and Crafts Show: Bob reported on a discussion with the Victorian Christmas committee about his idea for a Victorian feast. The V.C. people requested a themed presentation of foods set up by vendors. Bob offered to arrange the feast, under the auspices of the BHCA; otherwise we could just leave it up to the V.C. folks. Colina suggested involving some of the members of the Summer Sounds committee in the feast idea, since this committee is inactive during the winter months. Colleen moved to support Bob in starting the Victorian feast as a project of the BHCA. Marty seconded; motion carried.
Local Gov't Grants: No report.
Old Business:
Corporate sponsors: There were no meetings held during the summer. Rob suggested working the Garver Fund donation as a corporate sponsorship.
New Business:
a) Information on the PCA and the PA Partnership in the Arts was already distributed.
b) Romayne encouraged everyone to check and see if their current committee is a good fit for them, and to become more active in order to make participation more meaningful and the work of the BHCA more successful.
c) Colina suggested sponsoring a book club; she hopes everyone will consider this and come prepared to discuss this at October's meeting.
Next meeting/Adjournment:
a) The next meeting will be held on Friday, October 20th, at 7:30 p.m.
b) Helen Bechdel's home is the tentative location of October's meeting; confirmation is pending.
