Minutes for March 25, 2004
Centre County Historical Library & Museum
Attending: Dave Eggler (Treasurer), Colina Jordan, Joanne Knupp, Sharon McCarthy, Romayne Naylor (President), Colleen Pike Blair (Secretary), Ralph Seeley, Sam Totor (Arts Administrator), Xavier Totor, Kitty Wunderly.
The meeting was convened at 7:10 p.m.
Minutes from February's meeting were distributed and reviewed. Kitty moved to approve February's minutes. Sharon seconded; motion carried.
Arts Administrator's Report: Sam distributed correspondence and announced upcoming community events for April including the Tri-County Habitat for Humanity House Walk (April 18). BHCA has renewed its advertisement in the BICC Visitor's Guide for 2004; a copy was distributed for members to see.
Committee Reports
BHCA Gallery at the Gamble Mill: Sam read Buzz Ever's letter of resignation, a copy of which had been emailed on 3/24/04 to members of the Gallery Committee (the day after that committee's meeting). Buzz will move on to head up a new Community Arts Resource organization; he offered to stay with the committee for a few more months in order to finish up the season's installations.
The committee felt it important to affirm its own leadership and direction of the upcoming shows. Thus the committee is responding to the request of Karen Baker that the Art of the Bellefonte Schools stay in one location (the Gamble Mill); Karen and her colleagues had already planned to take care of the installation (scheduled for 4/24). The reception for Art of the Bellefonte Schools will be held on Tuesday, April 27 at 7:00 p.m. The show runs through June 4th
The show "Wish You Were Here", an invitational running June 5 - September 17, was developed by Buzz and the Philatelic Society without committee input or consultation. Because of the committee's lack of involvement, and because of the thematic focus (art related to postcards and stamps, including some APS artifacts), the Gallery committee feels stretched to come up with potential participants and would like to meet very soon to look at alternate plans for the June - September show. There was also some concern as to whether the Match Factory (part of the planned exhibition site for this show) will be ready and open by June 5.
"Atmospheres" is the working title of a show planned for September 18 - January 8 2005, featuring Sue Parsonage, Robin Gibson and Mary Vollero.
The Gallery committee expressed concern that Buzz gave no indication that he was considering resigning, either before or during the committee meeting. Sharon has emailed Buzz on behalf of the committee to relate this concern and as a friendly inquiry.
Since BHCA did not yet receive a proposal from Buzz regarding community arts initiatives (originally on last month's agenda), Sam will ask him to submit a formal proposal in writing for members to review in advance of the next BHCA meeting. Sam will also confirm whether Buzz has any interest in website development/maintenance, as this is something that Buzz offered to take on last month.
Old House Fair: No report.
Treasurer's Report: Dave distributed the financial reports; no new or unusual activity was noted. Dave expects BHCA to run a deficit this year. Sam made a motion to approve the report. Sharon seconded; motion carried.
Summer Sounds: The season (mid-June through the second Sunday in August) has been scheduled; there were more requests from performers than available dates. This year there are two “lost” Sundays: June 27 (Jazz Fest) and July 4. Joanne asked how members feel about seeking donations from the crowd during concerts. There was general support for the idea although we remain sensitive to the fact that many cannot afford to make a contribution.
Film Forum: This committee is screening works by Erik Brandt tonight, as part of its ongoing work to develop a forum featuring local film makers.
Sunday Afternoons at the Library: On March 28, Dan and Galla; April 25 features The Penn State Opera Theatre.
Victorian Christmas Arts & Crafts Show: Last year's profit was ---$1,902. Romayne asked for recommendations for a future chair of this committee. Sam and Romayne plan to meet to review the work involved for the chair and for the show. While VCACS is recognized as a valuable revenue source, there is a value judgment on the table now, about featuring the vendors who can pay the fee compared with seeking vendors who might enhance the Victorian theme and offer variety. We remembered last year's discussion of the unintentional but significant trend towards commercialism in this show; the suggestion was made for this group to rethink the concept and set guidelines prior to establishing a new committee. Discussion is moved to New Business, next meeting.
Local Government Grants: The deadline for applications is postmark March 25; applications will be reviewed April 6.
Corporate Sponsor: One donation has been received. The suggestion was made of offering a banner ad on the BHCA website in exchange for a donation (once the website has been appropriately updated).
Walking Tour: No report.
Old Business
Historic Profile Brochures: A grant application will be submitted to CCCF on March 26. Text is still under development.
By-laws addendum for renewal of non-profit status: The following statement of dissolution, amended at tonight's meeting, was unanimously approved and is to be incorporated within BHCA by-laws:
Statement of Dissolution
Upon the dissolution of the corporation, the Executive Committee shall, after paying or making provisions for the payment of all the liabilities of the corporation, dispose of all the assets of the corporation exclusively for the purposes of the corporation in such manner, or to such organization or organizations organized and operated exclusively for art, cultural, or historical purposes in Centre County as shall at the time qualify as an exempt organization or organizations under section 501 c(3) of the Internal Revenue Code of 1986 (or corresponding provision of any future United States Internal Revenue Law), as the Executive Committee shall determine. Any such assets not so disposed of shall be disposed of by the Court of Common Pleas of the county in which the principal office of the corporation is then located, exclusively for such purposes or to such organization or organizations, as said court shall determine, which are organized and operated exclusively for such purposes.
Jazz Fest: No report.

Victorian Christmas A&C Fair netted $1,902 after sharing half the profits with Vict Christmas Inc.; the Vic Christmas Raffle netted $412; $920 of the fundraising monies were designated by donors for the Gannon Fund; we received $2,742 from the PA Rural Arts Alliance, which appears under Admin Income; we received (finally, and gratefully) a check from the Elks/Garver Fund for $1,000 for Summer Sounds 2003.
