Bellefonte, Pennsylvania
Minutes of Past Meetings
Friday, October 12, 2012
Location:
Home of Cecil & Sally Houser, 716 N. Allegheny St., Bellefonte
Attendance: JoAnn Knupp (President), Romayne Naylor, (Vice-president) Jim
Dunne (Secretary), Dave Eggler (Treasurer), True Fisher, Sally Houser, Colina
Seeley, Carl & Nancy Miller, Gay Dunne.
Minutes (06/1/12): There were no minutes. There was not a quorum.
Treasurer’s Report (Eggler, below): We have received a check for $2000
from the Pennsylvania Council on the Arts, up from $1,154 last year. Although
Summer Sounds, the BHCA Gallery at the Gamble Mill, and Sunday Afternoons at the
Library all lost money in the last fiscal year, the treasury had a net gain of
almost $6000 due to fund-raising efforts, proceeds from the Victorian Christmas
Arts & Crafts Show, and decreased administrative costs. Dave suggested
initiating a program to give competitive grants for the visual and performing
arts for proposed events & projects in Bellefonte similar to the program of the
Local Government Grant that PCA stopped funding a couple of years ago with the
economic downturn. The proposal will be an agenda item next month. Dave gave a
Power Point presentation in August for a similar proposal as one of three
finalists for a $10,000 Centre County Community Foundation grant. We were not
selected but were invited to resubmit next year.

Talleyrand Park Committee (True Fisher) - True is collecting ads for the
next 5 year edition of the Bellefonte Walking Tour Map. The publication costs
will be covered by an HBI grant; the ad revenue will all go to the Talleyrand
Park Committee.
Edible Landscape Garden (part of the Talleyrand Park Committee; Gay
Dunne) - A permanent sign is waiting to be installed. It was designed by Carolyn
DuBois, a landscape architect, and produced by Bellefonte High School technology
students. Carolyn did the finish painting. Dave Provan designed a metal casing
for permanent display. Much of the food was donated to the Faith Center food
bank. The Canada geese did not eat any of the plants this year.
Victorian Christmas Arts & Crafts Show 2012 (Jim Dunne) - The
applications were sent out in April. We have 52 spaces filled. With the expanded
space at the Middle School, we have up to 80 total spaces. The committee will
begin calling last year’s vendors who have not yet submitted applications. The
committee will prepare a list of vendors, products and locations for Sally by
November 15.
Elections - Colina will chair a committee to search for a nominee for
president.
BHCA Programs - There was considerable discussion about the need for new
BHCA programs. One was the competitive arts grants mentioned in the treasurers
report which will be discussed next meeting. JoAnn suggested a large project:
“Save the Garman”. Among topics discussed were the following: physical state of
the building and roof replacement; current ownership and ownership transfer:
legal counsel; funding; “Friends of the Garman”; consultants (Erin Hammerstedt,
Sue Hannegan and others); potential tenants; a community arts center; income
potential; small business loans; consider a collaborative effort with existing
groups such as HBI, ABCD. It will be discussed again next meeting.
Fund-raising - Dave reminded us it is time to work on the fund-raising
letter for this year.
New Business - Colina brought up a circular describing a public benefit for
the Hotel Do-De tenants who lost possessions and were displaced by the hotel
fire. The event is Friday, November 2 at Lambert Hall. Admission is $10.
Contacts: Jenna Bair 280-3953, jbstars@comcast.net; Lori Houser 353-5674 for
donations. Donations can be dropped off at Wild on Cherry Salon, 461 E. Cherry
Lane on M,W, F & S. A photo of the circular is attached. Discussion was about a
donation by BHCA (monetary or gift certificate, such as to Bellefonte Victorian
Christmas Arts & Crafts Show). If you have a suggestion, please email jhdunne@pol.net.
Next Meeting - Friday, Nov. 9 at the home of Carl & Nancy Miller, 1211
Centre St, Bellefonte. Please bring a snack.

Notes:
(1) For their seasons, Summer Sounds had a net loss of $276, the Gallery had a
net loss of $761, and Library Concerts had a net loss of $1,934. All those are
consistent with their budgets.
(2) Talleyrand Park Committee spent $2,000 on the creek bank project and $845 on a sign for the Sculpture
Garden.
(3) For 2011-2012, we had a net gain of almost $6,000 (removing Talleyrand Park from the equation), and for
2012-2013 I project a net gain of $5,500. Once again, I propose we initiate a new program to give small competitive grants for arts, music, dance, etc. If a project “catches hold,” it could become a BHCA continuing venue. We need a new venue.
