BHCA Meeting
September 25, 2013, 7 PM

Present: Keith Koch (President), Romayne Naylor (Vice President), Jim Dunne (Secretary), Dave Eggler (Treasurer), Jeanne Newlin, Gay Dunne, Joseph Griffin, Patrick North, Colina Seeley, Ralph Seeley, Joanne Tosti-Vasey, Mary Vollero, Karen Arnold, Sally Houser, Nancy Noll, Dave Kurtz, Melady Kehm. A quorum was in attendance as defined by the BHCA bylaws.
Minutes - Minutes were presented from the following dates: 4/12/13, 4/24/13, 5/3/13, 5/13/13, 5/28/13, 6/27/13, 8/07/13, 9/4/13, 9/9/13, 9/15/13. The minutes were approved by voice vote (Joanne Tosti-Vasey, Jeanne Newlin).
Treasurer's Report (Dave Eggler, see below)
- Approved by voice vote (Gay Dunne, Melady Kehm)Committee Reports - Jim made a plea for more membership attendance at BHCA functions.
Bellefonte Victorian Christmas (Sally Houser, Jim Dunne) - The model railroad display that was in the Bellefonte Museum last year will be located in the Bellefonte Middle School gymnasium this year. The rear of the gym will be devoted to the model train and an area for children’s activities. The Arts & Crafts Show will have an outdoor venue this year on E. High Street on both sides of the Courthouse.
Sunday Afternoons at the Library (SAL): Free Sunday Concerts at 2:30 PM.

Edible Landscape Garden: It was a good year. Featured plants: Cardoon, Perilla.
Talleyrand Park Committee (True Fisher) - Email report by True : We received a grant from an anonymous private foundation for $12,000 to continue the stream bank restoration and protection from erosion. Work on that will start next year.
Bylaws - The BHCA Bylaws that are in effect date to the 1970's. The bylaws were rewritten in 2007 and approved by the membership pending a review by an attorney who never returned his review. It is time to revisit and update our bylaws. Keith appointed Joanne Tosti-Vasey, Joseph Griffin, Jim Dunne and Dave Eggler to a BHCA Bylaws Committe.
Garman Opera House - Legal issues were discussed. An invoice from Epic Abstract was approved to be paid by voice vote (Jim Dunne, Romayne Naylor). Our counsel has submitted an invoice and contract to carry us through the remainder of legal proceedings. He has been in consultation with a preservation law attorney and several preservation specialists. Further information was felt to be necessary, and no action was taken. We discussed the need for more widespread and balanced press coverage. Romayne Naylor will attempt to arrange a meeting with the CDT editorial staff. Joanne TV, Jeanne Newlin, and Sally Houser will look into engaging a public relations firm to assist in dealing with the media. Sally offered to contact other small communities that saved theaters to ask them to publicly support us. Melady Kehm will prepare a press release for statewide newspapers. Colina & Jim stressed the importance of respectful references to all public officials and organizations involved and government supported programs in both public communications and email correspondence.
